Arena campers a problem

So arena campers building houses and hiding are a problem and from my understanding some sort of glitch makes it hard for Mods to be active in arena or at least thats what staff on here said so this isnt to talk down on any staff members but i also saw a post of a video someone posted in a camping report and staff answered and said first offense is a warning so dont report it on the forums but since staff is never on arena we cant report it on there so is there possibly another solution?
