Says who?
They've already implemented not being able to join SA if you're not on the NA proxy, they can easily find a way to stop people playing ranked out of their region.

Did you even read what I wrote in my first response to you…?
By making players connect to the right proxy it could reduce the amount of laggers on each server. If people are connecting to the SA proxy and playing on NA servers, their ping will be absolute trash, because their connection is being routed to the SA host before the NA one, making the distance ping almost twice as high in most cases. There are ways to make people join the right server on the right proxy, and Badlion will most likely start to implement more prohibitations to who can join what server on what proxy.
If you're trying to annoy me because I said that the AS servers aren't coming back for a while then it's not working. NA doesn't have most of its laggers from Asia, most of them are South American kids that aren't using the proxy and server they begged for.
