Vanilla has always consist of the bow as far as I remember. However, limiting the number of arrows there are instead of having it set to infinite might allow the player to utilize their arrows more therefore reducing the bowspam that many of you seem to antagonize over.

So they were rebalanced, be it with rules or a kit change. The fundamental argument that Knockback, Punch, and rods should be removed from Vanilla kit is the same: they are unbalanced and should be therefore fixed. "Tactics" has nothing to do with it.
