No son you are thinking of the senate. The popular vote is literally just who has the most votes overall. That's how the election should be- the person with the most people voting for them wins. The Republicans don't want to overturn the current rigged system, however, and it's not just because of winner-takes-all.
The electoral system isn't entirely based off population, as each state gets two extra electorates just for being a state. Now, this doesn't seem like much, but think of it like this. A state like California has 53 electorates that are based off its population. So 53 electorates go in for the Democrat, since they win that state. They then get the 2 extra electorates for being a state, and these are split between the 53 electorates based on population. Thus, each voter in California gets a vote worth ~1.04 votes towards the winner of the state. Now, take a really low-populated state in the Midwest, for example Idaho. That has 2 electoral votes based on population, and 2 more for being a state. So, the portion of the that state's vote that comes from population is only 50%. In other words, the vote of each voter there counts for TWO votes towards the state's winner. In other words, the votes of people who live in smaller states count for more. And, who always wins all the small Midwestern states? Republicans! Adding all those up, with the opinions of Western Republicans counting for two or more votes and those of people in large Democratic states counting for hardly over one, it's clear the Republicans have a bit of an advantage. Not THAT much of an advantage, but in close races like this, that small advantage is enough to decide the election like it did for Trump.
And it will never get repealed until the Democrats control the house, senate, and oval office, because of this advantage.
