I don't know if this is what he's talking about but I heard they're working on client side anticheatOr it could just be when the server goes down to migrate the db systems

I highly doubt this mainly because it would limit player growth. Nobody is going to want to do 100 things just to play on a server that they may not like. The only way I see this client side anti-cheat being used is for tourneys.
