Why does this not result in an IP ban, finally and forever? This is worse than cheating + hacking + chargeback + profanity + DDoS threats + legal threats + toxicity + murder + pyramid schemes combined. If I ever come across a dirt ELO manipulator, I would spit in their general direction and never look their way again.
