It's not really.I mean, each region into like 14 or so different lobbies and there's also UHC meetup now. Plus Build is now in circulation of the unranked kits, so some days it is one of the two or three kits that have no limits. If Badlion offered free unlimited unranked for all kits, less people would play ranked, which means less people would buy ranks, and so on.
EDIT- Whenever I'm in a lobby I rarely see "duel me build," if any at all. I also have played 1246 ranked matches, so I've spent a decent amount of time in the lobby.
