Would anything above 60hz be overkill for minecraft? And, would anything under 5ms be needed when you get around 70ms ingame anyways? Or does it not work like that? Answers are appreciated!

Monitors over 60hz will always help you in any game.

And monitor response time has no correlation to connection to the server.

Yes higher than 60hz should help, my friend says he notices a difference and he has a 144hz.
Your monitor response time is how fast the pixels change from one color to another, if I'm wrong please correct me. Either way, the monitor response time is not related to your connection to the server.

Edit: 5 ms should be fine.

A 144hz monitor will give a visible improvement in gameplay compared to a 60hz one (As long as you have a relatively good PC - if you get barely 60FPS don't bother buying it)
