no this is not true i fought him like 8 times and won only one once when I was Diamond 4 and he definitely deserves his rank and all his MMR

You divide the points by 13 and the starting point is Silver 2
Even then it isn't an accurate conversion because grinding mmr is much easier than grinding elo at higher ratings

This can't be 3000+ ELO guaranteed, but it's definately over the 2700 mark in terms of rough conversions
