I don't think xray is the issue being addressed here, but rather that clients can be hidden within texture packs..

that's what the entirety of the anti-cheat is for 90% sure it's for xray packs

If you are quite confused on what he is trying to say watch Mentally's Q&A to understand that the Badlion Client will have packs built into it and you won't be able to just use whatever you want and he is suggesting a rank that is for staff whose sole job is to check packs to make sure they are not and clear block edits or anything that gives players unfair advantages
