Yeah but believe me its not very hard,if you don't have a decent connection then its technically impossible because they would get multiple hits on you which will mess up your aim.

Also w tapping/sprint resetting comes in handy,but hey again its really dependent on your hit registration.

Tell that to the people that moan and complain about how laggers "ruin melee". I can tell you from personal experience of having bad internet (thanks Cox) that those skills are more important than ping.
