According to this topic: https://www.badlion.net/forum/thread/155698, people are saying that you are allowed to alt on the forums? If that is the case, would my brother SuperNeil64 be able to come back on another account and state that it is him?If someone could officially state that this is okay that would be great, because I was already forum banned by GBerry just for having the same IP as my brother.

I'll say it again that yes, you're allowed to alt on the forums if you're forum banned as long as you don't continue to cause trouble. But, it may vary from case to case. He said he wasn't interested in unbanning either account after I wrote him a long message explaining how I was another person, and how that could be confirmed by asking Freekkiller who spoke to me on Skype. He wasn't even the one who finally unbanned me. I didn't make anything up; I was in fact banned just for having the same IP as my brother, because otherwise I wouldn't have been accused of being an alt. I brought this up not to start drama or cause trouble, but because if people are indeed allowed to alt on the forums, I shouldn't have been banned even if he did think I was an alt. In addition to that, Neil should be allowed to come back on an alt if other people are allowed to. I made this topic in order to get official confirmation of this, because I fear he would be instantly banned if he tried to do something this, like I was even when I'm a different person.
