Some people Spanish speakers get better ping to NA than SA. You also have to remember that NA is more controled because there are more mods who go on NA than SA. So there are less cheaters/rule breakers.

I personally mod SA and there is a prime time which I can easly see that you don't know of. Besides, anyone can play on whatever region they feel like. Don't try to control what doesn't need control…
