This is intended to happen, kill rewards coming soon.We do gapples over % regen because it gives the player more option to do it on their own terms, not immediately (That way you can save it if you want to). Plus, gapples are symbolic.
I don't see how this is "OP/broken" either when it's entirely focused around rewarding players for doing their job and killing the enemy team, this isn't even a lot of additional durability/HP per apple.

-1Easy to grind gapples by killing people without armour
The current public CTW is an established gamemode from OCN so Im sure the way it is is pretty perfect.
However we will see with competitive 5v5 CTW hopefully soon

Spawnkilling generally doesn't happen and even if it does it's very hard to pull off in most cases
We also had plenty of maps with kill rewards on OCN that still haven't been applied yet because it's still in development, it isn't what OCN was right now.
Gapple stacking was generally speaking never a problem on CTW because that wasn't the objective and usually (for instance on maps like GD3) the enemy team could get armor safely and stop the spawnkiller without them doing much damage.

This, also you currently get a gapple per kill in CTF so it makes sense.
