this is not so simple and cant be determined just like that, brndy is far from being the best at bow and kikzo is far from being the best in sword, a mix of those 2 players would be something which would be close to the skillcap, no single player can be the BEST in everything, and considering you said skillcap I assume you are thinking of the best players out there, melee wise, danteh was probably the best in pure melee(cancerous people saying fanboy incoming) and doe was probably the best at bow, thats why when those 2 people account shared on Danteh's account they were grinding global insanely quick and managed to almost get 2200, me and MadeinHolland tried the same thing but we were both above average in almost the same kits so that didnt work out, even though I think that if he was to come back and get to the skill level he had before it wouldnt be so hard to get to the top like that, the problem with badlion's rating is that you cant determine who is the best at pot for example because the KB, hit reg and pot reg are way different than on any other pot server which modifies them to register pots insanely quick in order to make you not quickdrop(potpvp changed this and made the pots default Im pretty sure, if only it wasnt so bad for EU players).if I had to say right now, I would most likely pick the most rounded player from the global leaderboards by rankings and that is Legendcaleb, he has almost all of his kits in diamond 5 and close to it which is his global rank, most of the top global players are carried by a kit or two(iHack is masters 7456 points in nodebuff, kikzo is masters in archer and iron with emerald 4 nodebuff and debuff while having diamond 5 global, tyguy95 has em2 global and has kits in gold 3 while his archer rank is masters like 5600 points, I think you get the point), the best rounded player back in the day imo(by elo/rating) would have to be Hivlik as he managed to get 2104 global on his own, which was the highest global ever gotten by 1 person(without acc sharing)
Just my opinion, sorry if its too long for some of you

For example its possible that snowballs could become more of a prominent item in PvP if used more.
They do have certain advantages over rods such as its easier to spam and can travel longer distances.
Obviously they have the disadvantage that they only stack to 16 but if players repetitively used snowballs and practised with them its possible there would be some new strength to them that players can manipulate to have an advantage over rod players and hence increase the skill cap

You'd very easily lose that bet :^)
Rating is much easier to get in EU/NA. This isn't because they're worse skill wise, but just sheerly due to the average mmr of players being higher because there's a larger group of players. You're more likely to run into players who will give you more rating in EU/NA than SA/EU.
I'll give you an example
LittleLevi is 164-0 in Horse with Emerald II 136 points
m0xy is slightly above him with 173-33 at Emerald II 630 points.
Despite not losing a single game, Levi has a harder time climbing because he only gets matched against lower skilled players. He hasn't lost a match, if his stats were matched with m0xy he'd drop out of Emerald. (This isn't to say he's better or worse than m0xy, just that getting rating on regions with a low player size is more difficult. Back when I played ranked I had to wait like 5 minutes to get queued with someone in build at peak times.)
To clarify: I'm not saying AU/SA is better than EU/NA, in all liklihood it's the opposite. Just that it's easier to grind elo MMR when you can actually verse players who give you more than 13 points.
people on na/eu actually fight good people in most ladders

even though he grinds i bet he could beat you in the majority of kits. At diamond 1 its a grind 13 - 25 points but doesnt mean that person is bad

You're absolutely right, there's like, 5 people who I'd consider good on AU that play arena. It's a grind for the most part, I'm just saying Levi's good enough to maintain that skill on NA/EU. :D
