I propose a new daily quota system, basically you regen 1 quota per hour and have a limit of 10 quotas, i think this will attract more non-donor players and they will come on more frequently. that is all.

I don't think this would be very good. Because it is just limiting the non-donors time. It is fine as it is in my opinion because you have the matches when you want. If you do this people will probably just get annoyed.
