Whenever I try to combine two pieces of equipment they don't combine and it takes my levels. They are the same type(iron and iron). Books work when combining with an item, but sword with sword doesnt work. I use 1.8.9 Please help.

Since our servers run on 1.7.10 the levels shown when playing on 1.8.9 are incorrect. 1.7.10 levels are higher and therefor your client is showing it's combining the items but on the server it's not. Sadly we can't really do much about it because it would require changes to your client. So if you see where it doesn't combine it means you need more levels.
