Lol this is completely random but could possibly work.
I've always wanted to improve my fishing rod skills and I really have no idea how do it.

My suggestion is for a ladder similar to archer, where people can't hit each other using normal combat and therefore are forced to use bows.
But instead of bows, fishing rods.

Casting out the fishing rod would now do half a heart of damage and it would be the only weapon in the kit.

Kit-
Leather helm
No Chestplate
No Leggings
No Boots
Fishing rod- Unbreaking 3
16 Enderpearls
Food

Just play MCSG, it has a fishing rod ladder. This ladder wouldn't be popular at all if all you could hit with is the fishing rod.

I don't think its a bad idea, I mean it would increase peoples pvp skills by so much. Especially me lol.
