Go with Hivliks idea. Where you sort it while your dead.

Just have available switchups/presets for each map that people can set while they are in spectator mode?

They really can. It only takes a couple of seconds after you respawn anyway I don't think it's a problem

How about you can edit during the countdown, where you have 90 seconds
As for public maybe like Hivlik said, edit it when u die (because people can join mid-game)

I've requested to the developers that each map during spectator or pregame menu have a kit editor where kits can be saved (only one per map). You'll have to configure every map at least once.
