What's the point in assigning special rank reports to Pokenick?
Why can't you treat them as usual players?
That's not fair at all.
Especially partners suddendly grew georgeus balls after their "contract/promotion" to Partner.
Marki is a good example and i dont think you need evidence for that because everybody can confirm, that Partners give a fuck about mods instructions or less strict rules.
You can ask Purox he hasnt got perms to ban a Partner when he was ipvping another random player.
Same thing goes for 100x100 rules.
Partners know they cant get banned by "those cute mods" and they dont care about instructions not to wall or to stop camping, but Partners or special ranks in general know an admin (who are VERY busy) has to ban or deal with a special rank report abuse their permissions on purpose.

Another thing. Why cant usual mods accept special rank reports and punish them immediatly after the "crime" theyve done.
My suggestion is to treat special ranks as usual players in the report section AND EVERY MOD should have perms to ban them.
What would you do if a special rank begins speed hacking in uhc, but the hosts cant do anything against it. That's not fair especially in 100x100 special ranks can do what they want and they dont follow the mods instructions on purpose, because they are aware about that "no perms to ban special ranks" issue.

Here are a couple of reasons
Reason 1 - Assume a staff member got it wrong, this is extremely bad publicity for Badlion. Having someone you trust will make the right decisions is better than people who may by accident make a wrong call.

Reason 2 - If a normal staff member punished a special rank that player might make a video talking about * staff member and they will probably get spammed and a lot of abuse, Poke however is an extremely senior member of staff and they know trying to do such a thing to him would get them in a lot of trouble.

I'm not saying you're wrong, there probably is a more efficent way of doing it however this is risk free.

This shouldn't happen to every player, regardless of their rank lol. As you say it would be a honest mistake

Either way its still makes the network look bad if you're falsely accusing someone with a high amount of a fanbase something and you end up being wrong, then you look stupid and so does the network. I guarantee you a players fanbase doesnt care if its an honest mistake.
