A staff member cannot ban a player without sufficient evidence. Your word means nothing without proof.However, I can give you tips on how not to queue him.
1. Wait for him to go offline.
2. /spec him. When he's in a match, queue nodebuff. Odds are you'll queue a new person. If the queue takes too long, wait for him to get in another match, and then join the queue.

He's buying it for unlimited ranked matches. He's probably going to get banned in the next month, hence the subscription, so 5 bucks won't do much.
