It's simple. The community has evolved. What was considered good 2 years ago when circle strafing was popular is way worse than what is considered good today. Back then, everyone had bad aim. Even the good people. Look at people's aim now. It is way better. So in conclusion the reason no one circle strafes is because it doesn't work very well anymore, at least most of the time.
