Hitler is more known for what he did, because of the manner in which he did it, and the publicity that it received. The reason that you cannot have Hitler skins is that you will ACTUALLY see people with a skin of him. You will likely never see anyone with any of the dictators you mentioned as skins, therefore why ban them. Hitler is also much more easily recognizable, especially when people use the swastika. And as for what you said about American Imperialism, that is just stupid. Every single country is responsible for deaths of citizens from other countries. That is just how life and the world works. When someone puts a flag on their cape they are most likely doing it because they like the country. Not because they want to be proud of the deaths the country has caused.

And for your second point, I never said you weren't telling the truth. That's just not how people view things. Say that each country is a person. Obviously, each person has done good and bad things in their life. It is your choice to choose whether or not you like each person, but most people do not still give you crap for things you did decades ago. Imagine if someone came up to you and was like "Fuck you, you stole my spoon in kindergarten 30 years ago." or some shit like that. And I believe this applies to recent things as well. Like even if you believe there is wrong that the US is doing now. It is impossible for a country to meet such high standards (by this I mean you can not expect a country to never make a wrong decision, or do something wrong). Everyone does bad things in their life. It is only when that action is insurmountable that you need to completely start to hate them and encourage the hate of them to others.
And I basically just addressed this part. You could literally just go search "bad things x country has done" and then go up to someone and be like "ew you like THAT country fuck you you realize they did this back in the 30's?". Every country has shit they aren't proud of.
And yes the Swastika originally was not meant to be a symbol of hate, but obviously this has changed. Someone can take something and completely change its reputation forever. This is exactly what Hitler did with the Swastika. He adopted the Swastika as his own, and as a result the Swastika became known as a symbol of hate.
