An idea to help false blacklisting in community uhcs.

Community uhc hosts would have a helpop to staff. It could be ./scc. When the host sees someone blatantly hacking or xraying, they ask for help in that chat from other mods. If the host has video evidence, the host could send the evidence in chat. Once approved, a mod can ban the person.
