I am tired of trying to play UHC and running into steve skins fresh accounts and getting 10 blocked… then right after that checking their forum page and seeing they were unbanned yesterday … LOL. Such a great "Automated ban system" you have here. stop with the second and 10 chances.

Because they plead guilty? If you catch them cheating again then stop complaining and report them.
