Sometimes you can't report players even though they are online (you are chatting with them). It says Player Not Found.Don't know how to reproduce the bug.
Don't have screenshots but it's very common.

This probably has to do with the way we handle ArenaPvPS15 and that you can only report players on the same server as you.@Archybot how do you want to continue forward with this.
