Insane FPS on 10 y/o PC but so many laggspikes

So i got this old PC and it gets more fps than my laptop ever could, it avg is 180 and max is 350 but every 3 or 4 seconda it seems to be stuttering which is annoying bc i can’t use the PC so i just always played on my shitty 50fps laptopSPECS:
Intel Celeron (R) CPU 3.2Ghz (idk what gen)
GT 730 LP 2GB GDDR3
2GB RAM
PSU=??
500gb HDD 5400RPM
