i wanted to know how i can create a UHC or which rank i need to create onethx for awnsers

You can host them through the rental panel. However you need at least an Lion+ rank which you can buy right here (https://store.badlion.net/category/ranks) . When you bought the rank you can host rental uhc's 50 slots once per week.
