I'm not to sure what you are talking about, as you didn't state it. This is my understanding,1 You want to be able to toggle the voting messages
2 You want to be able to toggle the color message tip
Please correct if I am wrong, if I am right, this doesn't seem like a thing that is really needed at the moment.
