The reason is probably because if you hackusate someone in chat they may toggle their cheats which makes it harder/impossible for a staff member to detect the cheats. On stream however the chances of a cheater watching are very slim. On top of that, what you say is less controllable than what you type. That's most likely why it's not mutable that way.
