From what I can understand, he suggests that players who have a ping higher than a specified limit shouldn't be allowed to play ranked, not a personal limiter like the one Lion+ offers, and if this is the case, then -1. However, if you meant that you should be able to set a max opponent ping limit then like others have said Lion+ is your best bet.
