Cubecore - How to Report a Possible Cheater

I've read the ban report DO's and DONT's and there is a way to catch cheaters in a mode like Arena PvP. I know of the commands such as /spec and /follow. Unfortunately, these commands are not able to used on the Cubecore server. Given these facts, how am I going to able to provide 3rd party evidence to someone possibly cheating on Cubecore? If I cannot just record a video of me watching the player fighting someone else, then please provide me a way of seeing if someone is cheating on the Cubecore server. It would be very appreciated. That doesn't work on cubecore (It's /tp) and I believe only mods have access to it.
