Inaccurate and never works properly, no matter who codes it. Also provides something for people to bicker and bitch about in-game.

-1 No point because it's going to be inaccurate. Badlion already has a ping set up on the scoreboard and that's still inaccurate.

-1, the above staff are correct. Mods and plugins that show ping are never accurate. If you want to know your ping either use tab or guesstimate based on the scoreboard ping.

I think this would be useful, regardless if it's accurate or not. Having a general knowledge of the person's ping you're fighting can be helpful. For example, I've always wanted something like this as it would be easier to understand right away if someone were cheating or simply lagging and getting delayed hits that perhaps look fishy. I'd be down to see something like this come around.
