The more ping you have and the faster you move the more server side reach you have.

The timings are just different from my experience, high ms has never been an advantage at the top level of pvp or w/e you want to call it.
StanMPL has some of the "minecraft science shit" behind it if you want to ask him about it.

Not sure if you have ever played with high MS since you're NA but it is pretty hard to play with 200+ even with the added reach
