Your suggestion is actually really close to mine.
There should be 3 categories Sword, Bow, Rod and 2 kits for each to be fair.
Rod: Build and SG
Bow: UHC and Archer
Sword: Nodebuff and Diamond or soup
My reasoning is that:
Build and SG are the only main rod kits
UHC is the main bow kit because it
represents all ranges, archer over Iron. Iron is too far away from being just bow because of other factors like small maps, cover and limited arrows.
Nodebuff is by far the most played sword kit and it is most of the time considered the main sword kit. It represents pot and speed pvp.
In my opinion soup should be the second sword kit because it represents a different kind of skill other kits don't which is souping and no speed sword pvp. Soup pvp has been a part of the pvp "culture" and it's not fair to neglect it. My only problem is that its strongly disliked by the community. The reason I didn't choose gapple is that nodebuff already has the speed pvp part in the kit so the only reason we put gapple would be because of armor conserving which is not big enough of a skill to be put in instead of soup.

I think that delete archer from bow kits wouldn't be definetely a good idea, most of the players who like bow kits play it. And the community will probably have a negative feedback. I think u shall put the 3 categories as Louiie said before, with the following kits:Bow - Archer & Iron
Sword - NoDebuff & soup
Melee - Build, SG & Diamond
