How do I enable Speed FOV?

I found on a forum thread someone was asking my same question and they said "with BLC you can enable Speed FOV so when you have speed your fov doesnt change"
And I really want this, how do I do it?

Press R-shift and find "FOV something" and then you can enable it but It's not working for me.
