Badlion Client is an overall Minecraft client but it is more generally focused towards PvP and TMI provides absolutely nothing for pvp. It has no elements of cheating in it. Its also allowed on all servers I have ever played.
I understand it has not much to do with PVP but it is a general use mod. And It can be very helpful in PvP based gamemodes. ie: UHC, The Walls etc
Also, TMI and NEI/JEI are different mods. Just thought I should point that out. Not being mean in any way, just point it out :)

Anything not directly approved is use at your own risk, basically if you're using it and get banned for using it, then you were warned. The main reason for this is if an exploitative mod was released or an exploit was found with a mod and you use that mod then they don't have to second guess banning you.
