Motion Blur not working probably

My Motion Blur on BAC Client is not working how it should(i think).When i set it about 0.8 it does not affect anything, but when i set it to 0.95 its so intense that i cant even see whats happening.
Any suggestions would help.

There is a simple fix, disable fast render and you will see a difference when you flick your mouse from left to right.

I did not read the whole thing, sorry. Motion blur just slightly modifies mouse flicks so it looks blurred, it does not change passive looks.
