my fps is capped at 60 even if my vsync isn't on. it's only happening on fullscreen mode, when I go windowed mode it turns back to normal please I need help (this happens with lunar,pvplounge, etc. clients)

Go to your PC Settings and Search for : Synchronisation.
Then click on : enable Monitor Frames for Games and it will turn off.

I had the same Bug and it helped :)
But it only works on Windows 8
