is it possible to give blc perms instead of having to let it "make changes to my pc" every time i open it?

No. The Badlion Client needs administrator permissions in order for the client to function, such as the anti-cheat system.

You can turn this prompt off but it will turn it off for all applications by following one of these 2 tutorials
-Go to your Windows search bar, search “UAC” and open it. Turn the slider all of the way down and apply. This should turn the prompt off.
