If the reforge to match thing doesn’t show what reforgement you get everytime u place and remove it, then what does reforged to exclude do? Could u just put all the names of the reforgement that isn’t the ones ur looking for and then you’ll get the one u wanted? Or how does it work?

For example if I want godly on chest plate, if I just put all the names in reforge to exclude that isn’t godly, would I get godly 100% of the times?

No, it doesn't change the odds of what reforges or enchantments you can get.

The reforge mod allows you to input the name of reforges you want to get so you can absendmindedy spam click the "Reforge" button without worrying about getting the reforge and skipping it. In no way does the mod change the chances of you getting specific reforges.
