I don't think it's worth developing an in-built screen recorder.
There are loads of third-party screen recorders, even NVIDIA and AMD drivers provide their own screen recorders.

Edit: If you don't know, we have the replay mod - https://www.badlion.net/wiki/replay-mod. It took 9-10 weeks to make the replay mod.
