Basically, I have gotten a few accounts that were not previously owned by me, and have had forums accounts made by someone else.

This is how it should work IMO.

/changeemail (email) changes the email on the forums account

Then on the forums, you should be able to hit "Forgot password" and it sends you an email with the ability to set a new password. (not giving away the old password, because that could compromise security).

Basically, if you lost access to the forums account, or never have had access, you could go in-game, change the email on the forums account, and then go on the website and hit "Forgot password" and follow the email, and change your password.

Shotbow has a system similar to this one and it works great.
