If it's happening on other clients, the issue is related to your connection.Here's a list of things you can try doing:
1. Restart your router.
2. Open Windows Firewall and make sure all those clients are not being blocked by your firewall.
3. Open Windows Command Prompt (cmd) and type ipconfig /flushdns

tested on 1.15.2 it worked but 1.8.9 didnt
