Can someone tell me why TimeChanger mod doesnt work?

Ok so i got a new resource pack and i really like the sunset sky on that one. But i cant block time on sunset (on Hypixel server)Maybe i chose wrong settings, i'm uploading a screenshot of my settings.

Hello,You need to enable the mod in order for it to work. In the screenshot, it shows "Disabled" at the bottom.
