HD Skins Overlay Bug

whenever I upload a 128x128 skin, the overlay doesn't show up.this is the skin I uploaded
and what its supposed to look like
then here's what shows up when it's in the skin gui on badlion (overlay is gone from the skin?) also ignore me being bad at taking screenshots
and what it looks like in game
I'm not sure if I'm just messing it up somehow or if its a bug or something :/

Hey, thank you for taking the time to submit a bug report.Have you got "Hats" enabled in your vanilla settings?
