I cant figure out how to add video or an image so I will try to describe in detail

On the replay mod I have been trying to work with the timeline and noticed that when you zoom in on it you are in the area of 2:15:45 to 2:16:15 which normally would not be a problem as the time that it starts does not matter but since you cant go through times you cant add more than the amount in between those times without it becoming exceedingly harder to put frames at specific times, I know I am not the first to discover this as there has been many other posts and videos about this but I have not been able to find if it was fixed or if it is how to use it, also for some reason I can not use my mouse wheel to scroll in on specific parts of the timeline.
