To make this short, on the insider tab as you know, you can upload HD skins. For some reason, I cannot upload skins anymore (I've uploaded 1) it tells me that i can only upload 3 per hour but I've only uploaded 1 and it's been an hour sense then and I still can't.

Wait a few hours (more than 3) before submitting a skin again.
If it still shows that error, submit a bug report by clicking on "Submit Bug Report" at the bottom of the launcher after having this issue. If will send us your logs and the tech support team will look into the issue.
