So from my understanding, you can only have a crosshair in third person with a crosshair mod, but you have to use the crosshair of the crosshair mod instead of the one in your texture pack, I'm pretty sure you cant have a crosshair in third person otherwise, so I suggest added a way to see the corsshair in third person whilst using your texture packs crosshair
