vSync and Fullbright not working correctly

Up until recently i've been using BLC 1.14.4 and have had 0 issues with it. I started using the 1.8.9 version for PvP servers and I've run into a couple issuesIssue 1: vSync
I play with a 60hz monitor so there's no need for me to go any higher, and i use vSync to prevent screen tearing/ fps drops. When i join a server in 1.8.9 my framerate settings are set to "unlimited" and even when i set it to "vsync" my framerate is well into the 200-300 range and screen tearing happens often. I disabled FPS Boost and even set max framerate to 60 but nothing has worked, not sure why.
Issue 2: Fullbright
I've never even turned on fullbright when playing with BLC but when I started up BLC 1.8.9 it appeared to be on. It was, and i turned it off, but the lighting effect was still there. I checked my video settings already, my gamma is 0.3 and brightness +37%, I messed with the settings but nothing has fixed it. The full bright effect has also carried into singleplayer worlds.
Neither of these issues happened in 1.14.4, and my mod profile is exactly the same in both versions.
Edit: It appears the fullbright issue was from a resourcepack i was using. FPS is still wack though

Hi,I have the exact same issue in 1.8.9. When I start Badlion, the framerate is always resetting to "unlimited" (all other settings are saved), and after I change it to Vsync, and even though Minecraft says "Vsync at the top left of the scren" the framerate is not capped to my monitors refresh rate. Vsync is apparently on, according to the screen information, but is not effective.
But this simple fix should work, Press f11 to change to windowed mode (this should cap the fps to 60fps straight away) and then f11 again to revert back to fullscreen mode, Vsync should stay active and your framerate should stay at 60fps. I have no idea as to why this happens. Another possible way around it is to force vsync via the graphic cards control panel (such as globally or create a game profile in nvidia's control panel).
If the above helped you, please test something for me, turn on lagometer in Minecraft, open Hypixel and when you spawn, monitor your framerate at the top left and the lagometer. Do you see a huge white spike in the lagometer every time a player enters the server? Press tab to monitor players entering the server.
